Github works quite well if you make a release which is a pre-baked ZIP. That means it doesn't have to create a new zip every time somebody tries to download it, like it would if you use the Code button to download the repo.

There's a size limit of 2 GB on release artifacts, though. Repos can get much bigger than that, but releases have a 2 GB max (at least last time I checked) so that's probably a limitation if you want to get into doing bigger things for free.

I think that Freesound.org and is the best website for hosting free samples. Simple interface and quick downloads.
