This is not very melodic, and is more of a sound design experiment than anything.
Here's how I made the sound if anyone is interested.
I loaded up Wavestation and made a 8-bar loop playing some keys using a factory patch and then time-stretched that in Ableton.
Afterwards I fed the resulting sound through Spec-Ops using a custom patch and then through Fault. I used Sandman Pro and a custom patch for Send B and Byome on Send A for reverb. I automated the Wet/Dry knobs on both Fault and SpecOps throughout the track and then recorded it.
Once I was done that I fed the resulting sound into Metasynths Filterroom and drew in a custom filter using the exponential mode in C3. Sounds like something that you might hear in Fallout4 while you're exploring some old building.
