Synapse Audio updates Windows version of DUNE to v1.31

Synapse Audio has updated the Windows version of DUNE to version 1.31.

Changes:

Under REAPER/Windows XP, there was a visual glitch related to the window focus, fixed.
Under Windows XP, sometimes the waveform display text would get too large, fixed.
The Windows x64 edition had problems recalling its state, fixed.
