Can you run the standalone version of SampleTank? Just the executable by itself, without Cubase even being loaded.
You should have a "SampleTank 2.5.exe" file on your system. (By default, it's in C:\Program Files (x86)\IK Multimedia\SampleTank 2.5)" See if it will run by itself.
Also, make sure you're running SampleTank 2.5.5, which is the latest version of the VST.

Ok. I did that and it did find some other plugins that were not previously showing up (thank you). But all of the IK stuff, still wont appear in Cubase or Studio One.
