When you are approved you will receive an approval email.
Next step is to log into your account here https://artist.itunes.apple.com
Move the song, video, image to your iPhone or iPad and use the Apple Music app to upload it to your artist as seen in the pictures below. As for now I believe you can not upload content from iTunes on a desktop it has to be an iOS device. Follow the steps below.
Step 1) Open Apple Music on your iOS device
Step 2) Click the share icon on the top right
Step 3) Click the + in a circle button
Step 4) Select the type of media
Step 5) Edit the meta and click done
