Can I run tx16wx on a MacMini 32-Bit with Cubase (Elements7)?

There is no 32-bit VST version of TX16Wx for Mac, so I do not think so. For 32-bit you need to use an AU capable host.
I don't think Cubase Elements loads Audio units.

Also, please note that TX16Wx for Mac requires OSX 10.7 or higher.
