Doesn't Adobe Afterbirth, er... Aftereffects have some waveform rendering and spectrograph drawing functions built in?

You don't need "templates". After Effects has built in plugins for visualizing spectrograms and waveforms. check-out vvvv.org ... modular video mixing prog - doesn't have exactly what you want, but may prove interesting in its flexibility, has tonnes of modules, fft, and the like ...

I used sometimes the waveform virtualization in AfterEffects for my videos. It can be used as a starting point for a lot more effects.
