Real time audio processing for guitar signal is needed

Hello

I'm a music producer/guitarist looking for an audio processing developer specialist to make a small windows plugin that can be added to an audio program

I'm very inexperienced when it comes to development so pardon me if I'm in the wrong place, and kindly show me where to go

the needed plugin should be able to take input signal from guitar then process it to shift some pitches
(a detailed output later can be described)

Of course this device is very complicated, I'm looking for something much more simple
but if this processor can be made into a dedicated device like this I think it can be much better
