I don't know about Visual C++ 2003 Standard Edition, but I was able to use the free compiler in the Visual C++ v5 IDE - just go to options->directories->Executable Files (it may be a different procedure for the newer version). As for the command-line switches, there seem to be a couple of new ones (particularly optimisations) which the IDE doesn't know about, but it's prefectly possible to still use them.
