m4a to mp3? why i my kbps changing?

i have some m4a audio files, a 3mins song is about 25 mb big and when i convert with foobar the m4a files to mp3, winamp shows different kbps (i set the conversion to 192 kbps though....) all the time changing from 112 to 320, 192, 160 etc. like some disco flickering ;).

LAME at V0-V9 is VBR (by design, I assume). 320kbps is your only CBR option here.
