Yes, my match says that "+" means you add things - in this case,to get the Vegas,you have to buy the previous modules first, which cost about $ 40. I just did a shootout and for me, no. I did like fabfilter Saturn, but tried the UA CV against soundtoys decapitator, and to me the culture vulture made the distortion sound like it was a part of the sound, where as decap sounded like something added on top.
