Requirements in order of need:
- bread and butter features in stereo
- quality lopass and hipass filters w/ discrete L/R control
- good UI / fast workflow. not some wacky BS.
- other cool features -- prefer modern effects to echo/dub effects

I recommend this so often that I'm probably starting to sound like a broken record...record...record...record

I think you could get by with Replika and TkDelay. I know I can. I have a bunch of other more exotic/advanced delays, but those two are my bread 'n butter ones.

Yep, Replika is all i use now. Might not have everything the OP was asking for though. Maybe RP-Delay then? Not so much straight forward GUI though, and maybe even too complex.

I find that I use D16 Sigmund more then anything else. Well, Strymon El Capistan is my favorite, but not software.
Incomplete list of my gear: 1/8" audio input jack.

These type of threads make me giggle a little.. because they end up becoming essentially the kvr effects list recreated (filtered to delays in this case) in responses..
To the OP, what host are you using? Most of the commercial hosts have rather nice delay effects standard. (and this is coming from a Delay effects hound )
Another option (albeit a little cludgy) would be to get an effects chainer and use freeware effects in a serial chain [Delay => Filter] Could even do dual chains.. one for Left and one for Right channel.
