Windows 8.1. Everything disabled except what is generally needed. BUT!!!
Here is the kicker. The interface was set at 256. Great. No issue. Now, when I lowered the latency..it now loads a bit quicker and does not come crashing down right to desktop. It still hangs but not for long.

Oh, the DLL issue is not the problem at this point.
what interface are you using?
what happens if you switch to the stock windows audio, or maybe try asio4all?
that is just...i can't even IMAGINE how that could be happening. crazy.
Re-install your driver, or do the very wise thing that literally everyone producing music ITB should know about, install ASIO4ALL and see how that works/loading times.
