Bizarre Syncopation in Tame Impala's "Elephant"

Hello, can someone tell me what is going on rhythmically with Tame Imapala's song "Elephant". It chugs along on this bluesy D riff, but has very bizarre F shots interspersed. Can't really figure out what beat the F shots are coming in on. Please help!

It's in swing time, so let's assume that the "grid" is in eighth-note triplets. The F shots are on the second triplet after the 4th downbeat, and on the 1st downbeat of the next measure.
If you were to divide each measure into 12 steps, they would be on step 10 and the following step 1.
