Well, its FM for sure... I have limited experience on FM, but last time I tried to make a bellsynth kind of sound like this one, all it took was sine waves. Have one sine wave modulate another sine which modulates the carrier, and fully explore the varieties of modulator waveform amplitude, as that changes the characteristic significantly. I cannot remember what the relative octaves of the sine's were, though.
