I'm confused about something. My account downloads shows the PSSV1.zip file listed twice, same size both times, and both initially showing "2 remaining downloads". There's the same order number listed on both.

I just need one of these downloads, right?

I emailed support and they said its just an extra download for convenience.

Yes correct, the complete library is in the initial download.
The other is just a backup.
