Reaper has a simple midi randomizer and a modal randomizer plgin included.

Tx16wx remains my goto sampler for the last few years.
Very responsive single developer operation with a ridonculous amount of features under the hood. Also a pretty good slicer that exports the midi with a drag n drop. Plus it actually samples.
Hopefully v3.0 will feature dfd and midi modulation, and i can die happy.

You can use the use slice mode in Simpler and stick the random device in front of it.

You have a midi random in front of a sliced loop, drum rack. That is completely different to randomise in clip, or even random slices in transfuser 2.

Drum rack not required
You can just freeze the loop and drag it to an audio channel if you want and then unfreeze the channel if needed.
The OP asked about slicing loops and randomising the playback.
Nothing about 'in clip' was mentioned
