Matrixbrute patch change

Hi i am using a midi controller to change patches on the matrixbrute but there seems to be a problem. It will not change patch unless i use the Program change controller as well. Or it just ignores the patch change CC0 until i use the program change. Surely it should change patch without using the program change to get it to react to the patch change
