I saw in the manual it should be displaying in hertz but it still appears as Ct and modulation on Filter Frequency 1 and 2 doesn't do anything at all. Works properly with resonance and other settings, though.

No, it is the manual that is not 100% updated apparently. Filter modulation is in cents. 1200Ct means a doubling of frequency, -1200 means halving it. 151Ct is very little in most situations, so that is probably why you don't notice it.
