Double Storage

Wondering if anyone else has this same issue:

My plugins and apps are stored in two separate locations on my PC hard drive.

One is in the Windows Program Data folder, and the other is in the User/All Users folder.

For example the entire 40GB Structure Factory Libraries folder is in both locations, and each is 40GB. There are no links.

Is this necessary? If not, which one should I delete?

The files are only stored once. The "All Users" folder is just an alias:
