I was listening to Steven Price - Aurora Borealis and noted the subtle but noticeable atmosphere and wondered how to recreate something similar.

There is some radio static and some lower tones which is possibly a detuned sine with other processing. There is also another more interesting texture which I'm not sure if it's a pitched down, sampled organic sound and maybe a sampled reverb tale?

You mean the one that sounds like this?

That one was recreated by taking part of a snare tail, reversing it, and pitch it down in sampler.
Then use EQ/filter to band-pass it and add some reverb.

Yes that is the one, and a great job, I would have never of thought of doing that!
