https://maxforlive.com/ always worth checking periodically, but a 'cutting' tool in piano roll may need the new Live 12 MAX that seems to allow direct interaction with the piano roll section...

Sadly apart from audio gates and sequence generators it seems not to exist right now...
Anyway... it´s not a showstopper as I got 3rd party stuff atm... it just would have been nice to have this more or less natively in Live itself.

Load an Arpeggiator, set it up to Random mode and whatever other details you want to experiment with.
Next, use an LFO, in Random mode (try 25% -75% Modulation depth), to modulate the Rate and Gate of the Arpeggiator (if you want Gate with another LFO, why not) and feed the track with a MIDI clip with a single note or whatever... (Of course, select an appropriate speed for the LFO)
Use your imagination to experiment. You can groove the Arp as well.
It's not "exactly" what you are asking for but it's fun... and close to a knife tool when the chef is not in the mood...
EDIT: Record the output (use Take Lanes for looping until...) to another MIDI Track and, when you think you like the recorded Patten, finalize the it with a Legato command; and that is as close as your "good mood" chef!

Seriously... that´s absolutely not what I want...
I use euclidian splitting first and foremost for bringing rhythm into chords...
A chord shall be still a chord afterwards but instead of playing for 1 or 2 bars sustained it shall play a rhythm after I have created the chord structure...euclidian gives me personally the best results...
That´s why I need something which works on existing notes instead of generating some sequence...
Yes, the arp could be a bit misused because of having the chord trigger mode but honestely before messing with some modulations of the rate of the arp I think it´s easier, more precise and probably faster to just edit the midi notes...
The arp could be helpful to get some happy accidents and some more experimental results though...

After 12 comes out I’ll approach M4L and take it quite seriously.

AL12, modulation devices no longer restrict access, but automation still does, so there is still a need for a device that can aggregate multiple sources. I spent almost an hour messing with it before I found one, here it is When I become smart, or someone else does, I will rewrite it for modulation.

I've added a few features and tightened things up. Here's what's new:
- MIDI mappable via companion Link device
- Visual refresh. Inv is now directly next to the chord name.
- Optional Auto mode will automatically place chords as soon as you click a note
- 9 pages of chord banks instead of 5
- New chords - many chords with flat notes were accidentally (hah!) missing. Now using b instead of ♭ in code and elsewhere. Also added Jazz guitar shell chords and re-arranged the Major chord section to be more user-friendly.
- Oct functions - similar to Inv but for adding octaves
- Get chord from piano roll - shift click a chord's button to convert any highlighted notes into a User chord
- Inv, oct, strum, and jitter now update "live"
- Fixed bug in strum that could generate duplicate notes
- Fixed a bug with custom chords that stopped the textbox from scrolling
- Correct order of strum notes - previously Inv values would result in incorrect order
- Changed functionality when moving Inv - if an existing chord is in the selection, Inv will not alter the chord. If you still want to change them, press the Chord Button instead. Moving the Inv control will not update in realtime in this scenario (for now).

It’s starting to look like the killer feature in Live 12 is the new level of Max integration and palette of new Max tools…going to be an interesting 2024!
