This kind of thing has a 'What came first, the chicken or the egg' vibe to it. Hardware manufacturers won't make a controller that produces more than 7 bit messages because no softsynth can use the extra info, and no softsynth maker will write the extra resolution into their code without a reason to do so. I'm unsure that VST technology is actually capable of using anything beyond 7 bits. I do have a ribbon that will produce 12 bits of data, but no one (other than my Voyager) is receiving.
