There is a zip file available containing a pdf and some stuff on handling, managing and creating sf2 files.

A free and easy to use free Soundfont Librarian from Creative Labs / EMU can be used even without a Creative Soundblaster Live / Audigy card to manage, reorganize existing soundfonts - thus even the fairly unexperienced can manage his own collection of sf2 files. You can download it here:

Creative provides also the free SF2 Editor Vienna but this one does require a Creative Soundblaster Live / Audigy card installed otherwise it won't work.
If You do not have a Creative audio card installed you might use Viena by Kenneth Rundt from http://www.synthfont.com
As a wavefile editor the free Wavosaur does a brilliant job and is even capable of using VST effects get it from http://www.wavosaur.com
And, Wavosaur is really versatile and fast!
