The only app I know of in iOS is AudioStretch. It's very useful for transcription and does a decent job for a real time processor. My only beef with it is that it only does portait orientation on an iPad.

Not the cheapest app in the store but, Auria is getting Dirac 3 Pro time stretch in the next version.

Hokusai does time stretch, but it sounds really bad IMO.
