New plug-in purchase - do I need to manually upgrade to 9.13 first?

Good question.
MTransient will be in the MAudioPlugins 9.13 installer, along with all the others. In the product grid, just select all those that you have and they should all be installed / updated correctly.
I think that if you only installed MTransient from the 9.13 pack you would get the 9.13 plug-in Kernel software, but all the other plug-ins would still have the earlier (9.12?) front-ends. They may or may not work together.
