Yes. You can
You can use only this way:
voice 1 -> voice 2 ->...etc

Make the voice 1 as you wish.
On Voice 2 select a FM mode and select "External mod" to voice 1.
Now, the voice 1 will modulate voice 2 (you'll see that the internal voice 2 modullator is disabled).
