How to Resize Images in Post Editor

I don't find out myself how to resize images I'd like to post. How that's being done here at KVR Audio forums?

You don't. Pictures need to be within a certain size limit (1mb?) prior to uploading. Images smaller than a certain width remain their original size, larger will be shrunk to the full available column width.
PhpBB is forum software, not a graphics editor. I remember not that long ago pictures could not be uploaded but needed to be hosted elsewhere.

If you can't be arsed resizing using a photo editor, a quick (windows) hack is to resize the window of whatever your image is displayed in, then use the snipping tool to err, snip it.

I don't want to upload. Just want to tell PhpBB to display an image hosted elsewhere smaller.
