You are not allowed to make samples (looped or unlooped) for commercial sampling CDs.
You are allowed to run the registered version of the program on different computers as long
as You are the only person having access to and using the program.

I have a few songs I used HG Fortune's vst plugins with, one of them I do want to release. I have looked at the pdf thats with the file with text, so I can release the song? What do they mean with sampling cd? (Sorry my english is bad and google translate didn't help)

The basic idea here as that you can use it to create your own tracks (i.e. compositions), but you can't create a single sample of the synth and sell that. Sampling CD is a bit anochronistic in this day and age, but back in the day, it was common for samples to be sold on CD rather than as downloads. Shows the age of the synths a bit
