I'm seeing some dev on some external venues asking explicitly for votes.

Is it possible for voters to just vote one entry, or do votes only count for voters that issue the 5 votes?

Yeah, you need all 5. I've also seen a user on Discord report he's triggering an anti-spam filter when trying to vote.
