I am aware that Roland instruments were used for the melody but what effects can give a similar sound to this at 1:05 in the video?

They just turned on some effects, maybe one of those multi things or even something like one of the Psychic Modulation "Melt" processes. There is no preset as such seeing the music itself is pretty chewed up as well.

It sounds like it's emulating a low spectral resolution that you get from either extreme noise reduction or encoding at a low bit rate. LAMEvst (https://www.kvraudio.com/product/lamevst-by-r-tur) or the 'telecommunications' (and maybe 'paint' with certain presets) bit of Digitalis ( https://aberrantdsp.com/plugins/digitalis/ ) would get you close - the former being free but the latter giving more control

It’s not a flanger or a phaser or a vocoder.

It’s “chirping” artifacts from a noiseprint-based digital noise reduction (probably Waves X-Noise) pushed up into the musical content.

You could well be right. I didn't think of that. There may be something in one of those so it all at once plugz or simply jamming it into Audacity noise Reduction with horrid settings.
