Weird. I fixed the exact same crash on February 10. Do you use the latest beta version?
If so there is still something wrong with it.

I get a crash intermittently when launching RC and immediately clicking to make it full screen. Happens maybe once a week, if not longer. I almost screen captured it once, but, it got away. slimy one for sure.. haha seems to happen when I have a project with a lot going on, instruments, phrases, etc.. so, I am thinking it is draw related..

Chord preview does not seem to work. I get "Phrase editor is empty, nothing to preview"
If i insert chord generator to track i get the same message.
If i put some notes to phrase editor it then plays those as a preview.

This happens because the chord preview source was set to 'Phrase Editor'. By default it should play a simple chord.
Open the Chord Selector and click on the Options menu. The Options menu appears on "Chord List", "Scale Degrees" and "Palette":
Then in the menu select "Preview: Chord+Bass":
These preview settings are used throughout the program.

Didn't find this in a search for 'redraw'.
Windows
If I maximize the window, then normalize, it is not drawn fully. Bottom outside view. Then minimize to taskbar and bring back up and view is correct (shortcuts and scrollbar - was noted)

Trying to reduce a selection on the right side:
I can move it away from the border and resize w/o issue, but seemingly cannot shorten when it is at the final position.
Instead the line length is reduced and content deleted! Need to Ctrl Z...

I have imported one of my existing midi files. Then selected all the chords - one at a time, click&Shift click, or by drag in the bar region. Then press keyboard shortcut 'S' (tried upper and lower) trying to 'Save selected chords as progression'.
Nothing. Expected dialog to name or confirmation for existing chord strings Tried all three naming selections...
How should this work?

Thanks for reporting the weird page in the wiki.
Shortcut 'S' is 'Save selected chords as progression. It is not defined (by default) as a "global" shortcut, so it works only when the master track is in keyboard focus. You can highlight "Global" next to the shortcut, and it will work regardless of the current keyboard focus.
You are right, a name and group could be specified. At the moment the new chord progression is placed in the "New" group, and the name will be the chord names. You can enter a name and group if you double-click on your saved progression, and by clicking on "Save" in the Chord Selector.
