Going by previous versions, yes. R4 could open R3 ensembles (if you had an R3 dongle)

I raised this issue in the NI forums, because I'd been considering buying the Electronic Instruments Volume 2 package (for R4) and didn't want to be stuck with being unable to use it in R5, as had been the case with EIv1 under R4 for almost a year after R4 was released. The replies from the R5 beta testers indicated that EI for R4 runs fine on R5, and that R5 has some sort of "R4 legacy mode event initialization" setting at the ensemble level.

R4 ens are (should be) fully supported in R5
because R5 has all the R4 modules plus the new technologie. So you can pretend you´re still on R4 in R5 too.
