When I select some MIDI notes, hit ctrl + c, and I see the little pop-up message "copied to clipboard". Then I move the cursor to another point in the clip, right-click, select "paste at cursor position", and I get a pop message "nothing to paste".
The workaround is to CTRL+ drag the notes to copy them, although that's a pain when copying to a location more than a few bars away in the edit...
This is with the very latest update, Windows version...

you are right the right click option seems to be busted 
but Ctrl+v will still past from the cursor
