I've created a floating toolbar with a selection of pitch change buttons. Right click the toolbar in Reaper and click "customize". Then "add" "Item properties: Pitch item..."(up/down.) Add as many pitch actions to your toolbar as you require.
There are probably other ways but I find this the easiest so far. Try asking on the Reaper forum for more alternatives.

iirc you should be able to hot key it if you use the function alot - so like holding ctrl+shift while dragging up and down on the audio material will adjust it. I think that is how I customized it, unable to check atm. Check the preferences menu.
