Most standalone audio editors have a tone generator, those usually let you type the frequency of the tone.

If you're on a Mac a free option is SonicBirth which can load as a plugin and will let you type the values in.

Are you wanting a VST for this?

A VST would be nice, although I actually found a half-assed solution to my dilemma. I filtered the individual overtones of a saw wave in Harmor and recorded the output into looped wave files. I then pumped them into samplers then output them into mixer tracks. now I can make strange effects although to prevent having to do this again in the painstaking manner I did it, then yes I would love to have a VST for this.
