Is this lead an FM sound?

I'm curious as to how he makes this sound. It sounds like it's a low passed FM sound, one that was rather bright before it was muffled by the filter. Any ideas?

I think it's just two filtered saw waves detuned 7 semitones. I don't really hear anything that would make me think of FM synthesis.
