I've been listening to (and producing) less and less progressive house and have been moving towards electro recently. In the case of most electro that I listen to, I can estimate how specific elements were made, but this sound continues to stump me. Here's a quick audio file demonstrating the sound I mean in a couple of songs (I play the sound twice by itself and once in context):

Amyway, any thoughts on how to make it? If any of you has made something like this yourself and wouldn't mind sharing how, could you give some insight? Thanks.
