I write to you as a novice in DAW usage, so do please forgive me for what may seem as such an amateur question to the more advanced
To the question at hand. Upon downloading some new instrument soundpacks from the web, in .wav form - and trying to add them to my MuLab library, through moving them to MuLab\User\Library\Mux,
I found they wouldn't appear in my sound library. I even tried converting to .ogg to see if that helped.
Of course it wouldn't have, as I later realised the other instruments were indeed in the .MUX file form.
However, I don't really know how to convert to that form, or, manipulate the files to somehow appear. (I would be more used to Fruity Loops myself.)
I realise it could probably be an issue with sound rates and everything. However, being unskilled in this area, and not sure whether the files I have are even designed to work with MuLabs,
I would appreciate any guidance I can get on this issue.

A "wav" file is pure audio. You just drop it into MuLab where you want it to play in the sequencer. No conversion necessary. It doesn't even need to be in your user library to start with.

Is there any way of being able to use instruments though? Not VSTs, but say if I wanted to import i.e a drumkit or strings, is there any way I can do so?-

When you say "an instrument", then you do not mean a single WAV file. The WAV files will be intended to be used in a particular sampler and should have been organised in a particular way. You can use that sampler in MuLab.
Alternatively, you can use MuDrum or MultiSampla to set up your own mapping. Insert one of these MuTools Instruments (then [Devices]) into a rack slot and open it up. With MuDrum, just select a pad on the left, then drop a WAV file onto "Element 1" on the right. MultiSampla lets you do more. Here, you need to open up the "MultiSample" entry inside the "Multi-Sampler" box on the top-left, the drop (one or more) samples onto the keyboard that's displayed. You use the pencil tool to stretch the sample across the note range you want to use to trigger it. You've pretty unlimited flexibility with this.
