looking to achieve this vocal effect used in these songs. where it's pitched down with an airy reverb sound.

For the first one just modulate transposition in audio clip envelope (in Ableton Live) or apply pitch bend to the sample (in any sampler).

For the second one just sample it and play across the keyboard, then apply some reverb to it.

Pitched vocal effect.
