Hello!

I would like to sell some PSP plug-in's but I can't find any info on their website regarding this. Is it possible to sell (transfer license) to someone else?

It is.
When you have a buyer,inform PSP of the buyers name and email.
They will make they transfer of the plug-in(s) you have sold.

No they don't charge a fee.
