"Couldn't aquire proxy" wait what

So,
I opened an old project and suddenly NONE of my plugins load and every single one crashes and report "Couldn't aquire proxy".

What does that even mean? Manual gives me nothing. Plugin management is set to "Only as bit-bridge" since a couple of plugins refuse to load in the other settings.
