[Bug] U-He plugins causing issues in REAPER

I was recently complaining in the REAPER forums about various problems inside REAPER which only occur when U-He plugins are loaded.

According to the main dev:

Hmm do you have a non-english locale set? It seems the u-he plug-ins override locale settings which causes various number parsing things to fail...

Turns out he was right. Could you please look into that? Sounds to me like the behavior isn't really correct. Thanks!
