Studio One 6.2 won't load Flanger (x64 vst3)

For some reason Studio One will not see Blue Cat Audio Flanger no matter where I put it. The folder it is in is definitely in the scan list. I have tried moving it to multiple different folders and rescanning. It is not hidden and is not blocked. I'm on windows 11. Any suggestions?

If you do not have any error message the Studio one log it is likely that it is not in the right folder? Where have you installed it?
