I just released my second free sample pack called "Lofi Textures".
It contains 90 samples ranging from one shot drums to drum loops and grooves as well as textural sounds and melodic loops. I hope you'll find some useful sounds for your productions.

As well as TX16Wx, linked to above, there’s also Shortcircuit ( https://vemberaudio.se/shortcircuit/ ) and Grace ( https://www.onesmallclue.com/ ). But no, there isn’t any freeware that’s all that close to Serato or Renoise.
Some DAWs have kinda similar things built in, but certainly not all.

Ey Wena,
there are plenty free options. Which DAW are you using? I find that Ableton Simpler already does 90% of what Serato Sample does and even though I have bought Serato Sample I often end up using Ableton Simpler, since it's more immediate and better integrated into the Ableton workflow. Cubase, Logic and Reason all have similar built in samplers for slicing loops.
Otherwise you could look into Momentum by Big Fish Audio. If you just want to slice some drum loops, you can also go with Sitala by Decomposer. There is also MPC Beats, which works as standalone or as a VST inside another DAW too if I'm not mistaken. These are all free. All of these do the whole sample slicing and mangling stuff that you would expect from something like Serato Sample.
These days you can really built your arsenal of instruments and effects without spending much money, since there are quality free options for almost everything. The most difficult thing these days is choosing and sticking to a selection of tools rather than overwhelming oneself with too many tools at hand.

It saddens me to see how many of these packs are being paid for and the price people were paying, which was the reason I created this product for free. Don't get me wrong, it is really useful but not something we feel would warrant price tag attached.

Soniccouture's Thunder Drum (compatible with the free Kontakt Player) is free right now:
A Thunder Drum is made with a spring attached to the skin, so when it is shaken the spring moves and creates a continuous resonance through the body of the instrument. This results in a sound very much like thunder. The drums come in various shapes and sizes, and are sometimes known by other names such as Thunder Tube, Spring Drum, or, Thunder Maker.
For this instrument we recorded a variety of rumbles, peals of thunder, strikes, and special effects using contact mics. As the samples were intended to be manipulated, pitch shifted and mangled, the recordings were made at 96 kHz. The sounds can be pitched very low and still have some interesting high frequency content when working at full resolution.
