With regard to sampling rates and bit depths in a recording, what constitutes this effect, is it a setting in the soundcard/audio interface ? Or is it a setting that needs to be adjusted in the DAW itself ?

With regard to sampling rates and bit depths in a recording, what constitutes this effect, is it a setting in the soundcard/audio interface ? Or is it a setting that needs to be adjusted in the DAW itself ?

Both. You'd set it in the DAW or audio editor when creating the project / file, and the soundcard will obey.

So it's optional then to use either the DAW or the Soundcard ?

It depends on the card's drivers and/or the quality of the software, and how well the two are matched...to be safe it's best to make settings at the hardware level and then make sure the software matches.
