starts at the break, from 0:10 or so until the buildup, it's a constant sound that doesn't change throughout the song..also heard it in 'Feel' and other mayor EDM hits...anyone know how to re-create it, synths or presets?

"Drone" is the word you're looking for, a long-time staple of electronic music, adapted from instrumental music going back...I don't know how far. (Some instruments are especially suited for drones, including bagpipes and didgeridoo.) For synths, modular gear is the most natural choice, since you can just open up the VCA and add oscillators, filters, and modulation as you see fit, but it's not much harder to do it with non-modular, especially if you can layer multiple voices. Mostly, it one long held note, but it needs enough motion to remain interesting.

It's ye olde rave classic. Simple synth patch played a fifth above the scale root. A basic string patch is the classic, but pretty much any sound will do because it's the hanging fifth in itself that brings the tension.
