VSTi plugin that load .INS Instrument Definitions and send Prog changes on select?

Does anyone know if there is a VST/VSTi plugin that load the .ins Instrument Definitions file and and renders the patches/programs/banks from the file? When on select, will fire up the proper MIDI PROG Change message?

I'd be very interested in that too.

I know Reaper has a plugin that does that, but it's Reaper only. at least it shows it can be done.
