Transfer fees for Cubase or Logic?

Hey All,

Just wondering if anyone knows if either Steinberg or Apple charge a fee for buying Cubase or Logic second hand? I figured that was the reason for the stupid USB dongle shit, that way if you have the dongle, you have the software legit?

Is my thinking flawed in anyway?

In the UK it costs £25 to re register a secondhand steinberg product with arbiter
