The 32 bit Wusik format is done so that there is no conversion on the fly .... Thereby saving Your CPU for other tasks.
It does make sense really... as for locking the material to the engine .... Not at all .... William gave out the code so all Sample convertors can extract the samples and convert etc etc.

I know "I" appreciate how LOW the CPU usage is in Wusik and Dash Sample Players!

Well, 82 downloads for the EXS/Kontakt versions of the Stratosphere patch - so, it looks like.

You know Paul, this is not any different as in Kontakt or the EXS. They are loading the samples and converting them once, so there's no CPU cycles used by conversions later on.

Well, as I'm dealing with multiple samplers, I just like my samples to be there in raw format. That way I don't need to resave each and every sample.
I just don't like "embedded" formats.
